Blocked SSN and SSN Rejects

Occasionally, when starting a new return, TSO may refuse to start the new return, giving instead a messasge that indicates the SSN his already been used.

Another SSN-related problem is a return can be rejected because a dependent SSN has already been used.

There are several reasons these problems may occur as listed in the following table.

Problem Action
A tax return may have been started, then abandoned. If a return was started in TSO with a SSN, and then abandoned before the taxpayer name was entered, you will find the return in the list of incomplete returns, but without a name.
  • Make sure all filters are off, then sort the list by SSN.
  • Scroll down the list until you come to the SSN you are looking for.
  • Open that return and complete it.
  • The tax return has been deactivated Organize the list as above. Find the return and reactivate it. If the return has been deactivated but there is no Select button to reactivate it, this is a known TSO problem with no solution at this time.
    In this situation, we can't help the taxpayer because all of our work is on-line and we can't start another return with that SSN. Refer the client to a paid preparer.
    The taxpayer may have already filed a tax return. The taxpayer may have tried to do his/her own tax return on-line, and it was rejected, so he/she came to a TaxAide site to have us do it.
    Talk to the taxpayer to see if this is the case.
    In this situation, we can't help the taxpayer because all of our work is on-line and we can't start another return with that SSN. Refer the client to a paid preparer.
    The return is rejected because a SSN in the return has already been used. The most likely cause of this is the person owning the rejected SSN has already filed a return, claiming their own dependency on that return.
  • If the dependent is willing to re-file without claiming him/herself as a dependent, the rejected return can be re-filed after the dependent's return is re-filed and accepted.
  • If the dependent is not willing to re-file, the rejected return must be ammended and re-filed (paper file).
  • TSO problem There have been some cases reported where the the tax return can be found in the list of active returns, but there is no Select button, so the return cannot be opened to work on it. This is a known TSO problem and there is no solution yet.
    Identity theft If the return was rejected because a SSN had already been used, and there is no other reason to explain it, it could be identity theft.
